Kinda early to say that a plot is just bad writing if we didn't even reach the end of the first half of the drama. I personally don't think it's bad, especially since they're trying to show us that there are conflicts on a international level that he has to deal with, but there's also familiar problems that are much smaller but personal to him.And please, use the spoiler option when talking about something that is not in the dramas' description.

Yes, but it's definitely not the main focus of the drama. For some it's not even "romance" but it's there for two couples. I think season two will make it obvious. It's nothing fluffy if that's what you're looking for.
