She previously dodged PM Zhang attempt and now the Empress Dowager is forcing her hand on spying again? If FL is caught spying on him she has absolutely no means to prove her innocence in case of quiproquo. There has been enough misunderstandings so far. This trope should be put to rest. Worst case scenario: Lu Chui Chui would speak ill of ML and Pan Chi would try to make a serious pass at FL. At this point of time the case solving duo will be disbanded and that would be a win for all their enemies. The Dowager and Mrs Xu have to take responsibility of their own doing. Or everything is doomed to fail.
