I think because she has divine powers, she is probably a person whose powers are equivalent to the ice stone. So she can do it without reaching Hwansu.

I was really uninterested in it in the beginning as well, but boy does it get SO MUCH better! I'd suggest you to continue watching a few more episodes, before you drop it.
