Not only its not neutral, but its also insulting. TV Rating is not "another story" TV Rating is the only valid measurement for drama whether its accepted by audience or not. "Data" in China is the only thing that is not reliable. It's not even worth praising with how easy it can be bought. All these heat index are just designed to save face. There is no TV audience or Online audience, there is only audience. The only difference are "Online audience" can be real or fake bots. meanwhile TV audience are real people tuning in on the channel. So your wording of "the data is only good because of certain people fans" as indicator that the drama is successful or not is demeaning to the other actors in the drama who managed to draw in real audience according to TV rating.

It is, for example the added scenes in ABAY are both on Huanyu actors and Tencent signed actor. Gao Han got too many scenes in Wonderland of Love to the point he ruined Jing Tian's character lines. He is Tencent Signed artists. He is here again in ABAY and seem to have more scenes.

Agency did this to promote indeed you are right, they have been doing this for years but since 2021 it became more ridiculous to the point the secondary characters who they want to promote newbies they paid extra to have their own storylines, which disturb the main storylines
