are there any crime shows involving cannibalism as the main theme ? 

Cannibalism isn't a common central theme in Korean crime shows, there is a notable example I can think of in "I Saw the Devil" (2010). It features a twisted cat-and-mouse game between a secret agent and a serial killer, with the latter exhibiting cannibalistic tendencies.
