Can't rate episodes

I was trying to rate this episode: https://mydramalist.com/29263-where-on-earth/episode/1

Just like we used to do before, but now we can't. We have to write a review to be able to rate it. Is this how we rate episodes now?

Also, what is Season: 1? Do we need this? We already add separate pages for each season? Which is much better since the cast and directors sometimes change.
