How to get a troll's IP forever banned?

Dear Admin,

May you give me advice how to get a user's IP banned forever on MDL? We've been dealing with a troll for 2 years and while we can report the troll's comments but only some of her comments get deleted but the problem is that she keeps trolling and provoking fanwars all the time and we've been trying to stop this user as her comments have created a very toxic environment for the other users on an actor's drama pages. Can you please advise us what should we do in this situation?  We have already tried our best to report her comments as spam/offensive but she keeps posting new comments all the time.

Doubt there's been a functionality set up for this yet, likely due to a lack of an appeal system- would like to know how this goes/ has been going though!
