As for the edict, it was already explained. ML's brother looks like was captured when he returned to the capital immediately and didn't have an edict on him on purpose, fearing the villains would take it from him and it will be lost. So he stashed it somewhere and FL's mother came to him to help him. She thought she could get the edict and present it on behalf of the Lishan mountain faction. Bet her father didn't come down from the mountain in time, her husband's shitty family got wind of her having it and forcibly took it from so that they won't be implicated.

Imho, I dunno why ML's brother, having an army at his call, couldn't have just presented the edict at the gates in front of tons of witnesses. But whatever, it's such a convoluted plot device at this point, this edict, I don't give a f anymore...

She may have come to him out of guilt initially, but if she did so until the end, she wouldn't be wanting to get so close to him. But now he chose to believe it was all fake.

Also, getting angry at her is one thing, but wanting to divorce her over this is just a big dick move. I won't be convinced otherwise.
