I dunno who's the main villain is, but statistically it's always some minister, lol. Would be great if somebody who had read the novel would comment. I've seen it online but can't be bothered to read 200+ chapters, there's also a historical commentary there mentioning the notorious tyrant empress Wu Zetian. Maybe the main villain is one of the emperor's consorts. It's also likely FL's father was involved in a failed coup that had his family killed.

In the last episode it was shown especially well - there was no justice they could enforce even when the truth was found. So they just sighed and made of it the best they could. Though I wonder how far FL is willing to go to find out the truth and justice for her family. Will she go against the law and the emperor's rule for it?

Most likely. Since FL's father was his close relative it could have been something about the throne inheritance or some plot that threatened his rule. Him doting on FL could just be guilty consience.

Yea, previous case was telling. High ranking officials were basically in the "Epstein files", but he covered it all up because otherwise it'd be too much trouble. If he let all of them be executed then who's gonna work and replace them? They all had powerful ties and relations to each other - some of their buddies and relatives may start plotting to overthrow the emperor, etc., etc. Politics as usual. Only the lower status citizens suffer, as always, laws are for them, not the higher ups.

Some were visited just once in their life, but then usually couldn't leave the palace for life unless some profitable arrangement was made. And each had to have a house and servants on the palace grounds. Thousands of people were living and working there. FL and her bureau has lots of work to do there as it's a city within a city.
So it's not that the emperor was a lech, it was just customary back then. They could afford it and laws were different for women back in the day, for many women and their families to be the emperor's concubine or consort was a life's dream laden with opportunities. But many others were forced to, of course. And ALL women working and living on the palace grounds were the emperor's women, not just noble ladies.
