I don't think they are Siblings. In Episode 6 his father was saying to his Close Aid, "He needed her to unlock treasure", so he would be at ease if she is in front of his eyes. May be, He doesn't want the Girl to attract Other's Attention that's why he is searching her in disguise, as his daughter.
