I think it depict a change of Chinese society. I remember 10-15 years ago. people did not get involve because they were afraid of being "scammed"/falsely accused. There was often cctv footage of people walking by people that has been hit by a car for example. I think the government has basically been sending the message that people need to help those in need the 5-10 years and some of that has changed.
