When Soo-in destroys the tower in the end, I don’t think that ever happened. I don’t think she made it out the water and it was her spirit that wanted to. She may have figured out the solution but was too late. I think if the tower had stayed destroyed instead of being rebuilt at the beginning, the events would’ve never occurred, but they played into the hand of the ghost by listening to the grandmother. Since the group rebuilds the tower it may have restored a connection to whatever supernatural force that exists there. The reason why I think this is because Su In’s boss mentioned that he helped build the tower before. When the grandmother insisted on the group making a wish before rebuilding the tower, I think it was just to persuade them (make a wish you may get something) since they agree after I think it may have connected them to the ghost, ultimately making them the new targets and binding them to the reservoir.I also do not believe the grandmother is truly alive. Instead, she feels more like a lingering presence tied to the reservoir, someone trapped between reality and the supernatural. Like Ki-tae at the end. Being stuck there she may be warning outsiders, but in a very subtle and almost manipulative way. At the same time, I do think she also helps assist the ghost. Since the film blurs the line between reality and hallucination, it makes you wonder if shes even real.As for the ghost itself, I do not think it is actually the grandmother’s daughter but her daughter may have been a victim of the ghost, and what we see is another lingering ghost that’s at her house when Ki-tae was there.

My interpretation is that whoever survived became trapped within the reservoir’s supernatural cycle, endlessly believing they escaped only to “wake up” and realize they are still there. The hallucinations continue until the ghost ultimately claims them. The ending gives the impression of an endless loop, a cycle of false hope and psychological torment.
