Wtf is this show and why it was even made? I am pretty sure by now that Japanese people are not that good at acting…
I agree that most of Japanese tv drama have problem with its production value (Seriously, some of the show felt like it was made in early-mid 2000's). But i strongly disagree with the rest of your point.
The best example is 1 litre of tears. NGL the drama looks cheap, but its acting and story makes the drama wonderful.

I didn't read the manga, so it's all based on my speculation:
1. The existence of those who died is wiped out or The event is altered into something similar (ex: irl Fuwa coming back to school and murder some students, in some way)
2. Either the time works differently (Ex: 1 day in the past = 12 hour in the present) or The parents already report it to the police but it isn't mentioned in the movie
3. The scene where Haruka is looking out at Tokugawa Ieyasu (FKA Aoi), it's right after they're transported back. Only writer-san who knows what will happened after that.
4. Reffer to point 1, Aoi is probably counted as the casualties or his existence is wiped out or changed into someome else)
5. It's mentioned by the science club duo that Fuwa is already investigating on the stone before. Probably he is doing the same thing as the students who stay at the school, also the school is empty during the opening scene.
- All of the incidents and casualties from the time Touma activate her spec until Sebumi's final conversation with Toma is nullified. Making everyone who die during the apocalypse (Including Kikkawa and Aoike family, Excluding Sekai and Hideki) alive in the new timeline. - Touma now live in a infinite hell, While Sebumi is serving his time in a prison. -Sebumi is the only person (in the new timeline) that remember the whole Apocalypse. - SPEC user is still exist. - Himiko is Asakura, but it's unclear whether he is the same Asakura from Keizoku or the alternate version of him. some fan theories suggest that Spec is taking place in an alternate universe/timeline.
This is too massive to be adapted as a 2 hour standalone movie. A drama or a 2 part movie (like SPEC's final movie or Solomon's Perjury) would be a wiser decision.
Lack of depth, so much plot hole, and the pacing is a mess. This is like a Chinese/Indian colossal movie, but the war scene is kinda meh. I didn't read the source material, is the manga ends there or there's another arc that show Aoi's journey in rewriting the history?
