"the best" is a completely subjective concept, some people consider indie movies the best that don't even gross anything. Also, the attendance depends on various factors; that's why we shouldn't compare countries, it will only lead to nasty and pointless arguments.
This article only shows which movies were the most sought after during the past year but that doesn't mean that they are or aren't of good quality.

I don't think they meant to ban supernatural as a whole genre, they just forbid sci/fi/supernatural elements that distort their mythology or show criticism of their history/current government/culture etc.

As for children, I think they meant kids by celebrities, not famous children in general. If that's what I think it is, then it makes perfect sense - celebrities should never put their kids in the spotlight imo, it's even more pressure and stress for them.
