If the writers want to give him redemption, they could make it work but they didn't. You forgot that Hwaja attempted to kill Nam Soon two times and failed yet you still sympathise with her. The only reason she stopped and grew is because her goal is how much she wanted a MOTHER. Geum Jo saw that and said, she will be her mother despite everything she did. That made her change her life because she got what she wanted. Now Ryu Shi O goal is to destory Pavel or be bigger than them that they can't target him anymore. Nam Soon nor Geum Jo solution was to take Pavel with him. There solution was to take HIM down despite the fact he created the antidote business and NOT the drugs so of course his response is take them down too.
