Their meeting happened without Ji Can’s influence, because Ji Can himself tells Ji Ling this.
So yes, fate had always brought them together in the first place, LWY meeting Puppet Ji Ling. But the drama also heavily implies that LWY’s actions are the very reason Ji Ling survives long enough to create puppet Ji Ling to meet LWY.
