The drama only took the part of him being a Water God and changed it to a different story. The Manhwa has too much fantasy that the production company would go bankrupt if it decided to exactly follow it by using CGI.
Plus, the Manhwa is set in a historical period, while the drama is set in modern time.

I agree that I found Park Hae Yeong slightly annoying in the beginging because he keeps moving his head too much.
