The commissioner title may come from the fact that a commissioner is a representative/delegate of the supreme authority in a specific area. Hu wouldn't be a commissioner in the capital because that's where the emperor is, but he would be in the area (I forgot the name of the city) where the drama takes place.

It is possible that a corrupt PM may have managed to get himself appointed commissioner for an area that will make him very rich through manipulation and theft of public funds.

Hu has been very powerful, too powerful in fact, for a very long time. He's weaved a very tight network of influence and corruption all over the kingdom, this is why people fear him and the emperor wants to get rid of him. He controls Xie Yu, who became influential through marriage to Hu's sister. He also controls the Pei family, to whom he gave exclusive rights to the river trade. He's got an 'army' of thugs ready to cause havoc for him, he may have even become powerful enough to rebel against the emperor.

Shen Ru is a young, more recent emperor appointee. Still as powerful as Hu in terms of delegated authority, no so much in terms of influence, control behind the scenes and hitmen at his disposal.

If he had shaken his finger at Xie Yu any more energetically it would have probably fallen off. This makes me think his is a love marriage and he doesn't have concubines. Also, his wife 'hits' him every time she doesn't get her way for her adored son.

It is confusing. A commissioner is a representative of the supreme authority in an area, but so is Shen Ru.
