Goro did infact almost not give the money but still the kidnapper took the risk of demanding a ransom as he knew that Goro would have arranged for the money while he thought it was his son that got kidnapped and would thus be obliged to give away that same money when it was his chauffeur's son as he has a family too. I think the kidnapper just believed that anyone with a ton of money would have enough money to throw a bit away and not sink financially.
He simply took a chance; even if Goro didnt give the ransom, he would have killed the chauffeur's son just as he killed his accomplices and get away.
They could've really perfected the story by just keeping it simple. The need for them to constantly keep coming up with needless twists and turns for shock value, especially towards the second half unnecessarily complicated the story and just lost it's impact on me.
I would've loved for the entire show to have taken place on the night of the taxi ride. Would've been a lot better.
