I couldn't find Hualing, but Baishan was just a bus ride away, so it has to be close. It was slightly north of North Korea. Her hometown of Nanchang is slightly southeast of Wuhan and Xinjiang where they are now appears to be the most northwestern province of China, idk where exactly they are in it.

I think it's been made clear that she knew about this mission pretty much since ep 1. I think it's just as possible, if not even more likely, that she ordered the director to send someone in and actually started the mission since she can't find the gold
