ahh I see what you mean, everything you mentioned does seem to portray him not wanting to develop a relationship with her. I don’t know why I didn’t see all of this in the drama as clearly as you wrote it down, I just put him in the tsundere category and with my viewer pov I didn’t think much further than that probably hahah.

Maybe as I mentioned before, he has a big plan that he wants to achieve and doesn’t want any obstacle from his enemies (his family) to ruin anything by any means (threatening his wife’s safety) or simply involve her, while his plan is till in action. So his solution? Hiding her from the world, his family and himself. But as she has already been targeted, (majority of viewers speculating the kidnapper to be the real baek sa eon and the master the mother, whatever they are they sure are close to him in kin to know about hee ju) things are changing for him. Yes, for the speculated cheating of hee ju, he is so scared of confirming it that he prefers being in ignorance. But we saw many times that he does get jaelous when she talks to other guys, especially handsome doctors that are gym bros. A man that gets jaelous over a man talking to his woman is a man that loves that woman.
He is also not courting her in a traditional sense, but he is very tender and caring towards her, he brought her food in a suite after her traumatic dad scare. He brought her beer and ice cream. He slept next to her when she was anxious and told her that what she heard in the car was not for her ears and not to worry about it. It’s his sort of love language and he’s definitely speaking to Hee Ju with that language.
He doesn’t initiate intimate relations with her because he believes she only thinks of herself as the temporary replacement of in a when we know it’s not the truth. And he knows her mum has forced her to initiate it when they were newly married, and he doesn’t want to put her in that kind of position where she feels forced into it. Through this indifference he’s showing her that he doesn’t expect anything of that sort from her and that their marriage is purely transactional. (he’s giving her a safe place though indirectly)
Anyway my theory is that he didn’t intend to marry her originally but always had a soft spot and interest in her. When they were kids, they were both thrown into this new harsh world of vile people and only had one another. Circumstances put them together now as a married couple. Even though Sa Eon doesn’t seem like he likes her, he secretly does and doesn’t want to let her go. Yes absolutely. This place is an outlet to a lot of people as you have said. And this big disappointment that we all share and expressed at varying degrees all show the same thing; this drama’s got a chokehold over us cause it’s damn good. Our disappointment is also due to the last minute cancellation, we were anticipating it when the martial law issue started but heard nothing and so we assumed it would still go on until the very last moment, whatever it’s great that there are compassionate and understanding people like you in this sea of commenters

I don’t think he’s that indifferent towards her, there’s lots of talks of weaknesses in the show. So that may be hinting that she’s his weakness. I am leaning more towards the thundere character that has a plan, and until he achieves that plan he doesn’t want to involve anyone with him emotionally, least of all this weakness and the one he loves most in a world of opportunistic unfeeling chaebols
