He can SEE and hear Sei's anguish and pain, so he is certainly aware of the effects of his rejections; how can he not be aware of his rejections/actions in the first place. Weirdest of all is that he low-key acts jealous of things like Sei texting with someone he doesn't know, as if they are in a romantic relationship in which he has a right to monitor such things.
There is, however, blame to go around regarding the initiation of their relationship. When Fuji said "I want to take care of you but I can't give you everything you want..." (paraphrase) he should have gone on to specify exactly what he means by that. When he did not do so, Sei should have asked what he meant and exactly how that would work.
The mess they are in is a result of fear of communication, a common Japanese problem as no one wants to talk about anything personal or intimate in that society, even in private between two people supposedly in a relationship. There is no reason their arrangement couldn't work for all concerned if it was openly agreed they were living together as close friends/roommates, that Fuji was not interested in sex, and that Sei was free to meet those needs outside the arrangement with someone else.
I don't think that would last long, as Sei clearly wants emotional/romantic fulfillment as well as sex from someone who WANTS to give it to him; whom he doesn't have to beg for it from. Well, his presence and actions were a central plot point, but that's pretty much all he was; a mechanism, not a character. And the more I think of it, and as much as I loathe Mo, he did do her dirty by just dumping her after their ten-year plan to take the orchard. He could have given her a small percentage going forward to compensate her since he's the one who put her up to it. Given what it seemed they were going to be making off the orchard it wouldn't have been a hardship for him. Instead, he threw her in the dirt and left.
