I like Julia Xiang and think here her character was written to be that way as I've seen her directed and acting differently in other dramas. Dramas that I really liked her.
Love in Time (2022) My intro to her and I think her best.
Sunshine By My Side (2023) Support character Pan Rou. 3rd couple. Didn't recognize her at first as she looked and acted rather differently. Confident and intelligent modern woman.
The Road to Ordinary (2023) The GF not meant to be. Angst.
Ripe Town (2023) Kinda a pretty addition in what is really a sausage fest. Intelligent but too many other characters in the story for her to stand out.
Just my thinking about Julia Xiang.

I like QVV but am also enjoying this. The romance is strong in this one and it draws people in. The two dramas are different even if the story and theme on the surface looks similar. Sorry if it isn't what you had hoped for.
I see this as a romance and female empowerment in a martial situation. And to me, it is hitting the marks.
Tastes are subjective. For me, ex-military and die hard military nut. the bar for a good war story can be pretty high. But there is room for something like Captain Newman M.D., Mediterraneo (Italian 1991) and The Best of Enemies (Italian 1961) Directed by Guy Hamilton and stars David Niven and Alberto Sordi
None of the above are about female generals, but you might enjoy these movies.

A young policeman is left with transporting a young girl and her younger brother, to an orphanage. The mother had been renting out the 11 year old girl as a prostitute. The officer, emotionally not much older than the cynical girl decides to allow the boy's wish to see the beach. Worth watching.

About being weak, perhaps she was still recovering her strength in the early episodes. Ep. 12 she fights three times with the third being very physical and good.
About the ML discovering that she was a woman in ep. 4. That white cloth that she ripped from her clothing was the cloth that bound her breasts. So he felt her full chest.
In the service, (USAF, 76-82) there were a few men who could have passed as women and with Asians there would be more. Also, when you work together, if they do their job, you don't look to kick them out. I was a room mate with a pothead, but as long as he did his job, I would let sleeping dogs lie. The drama should have had some of the men closest to her and who were very observant instinctively and unobtrusively running interference for He Yan, protecting a valuable asset.
It is true with her previous experience in the Army, there shouldn't have been that kind of surprise. I would say that it all in the name if drama.

I agree with the basic premise of what you are saying, but there are exceptions that can align with this drama.
I don't pay attention to the comments about the FL. At this point I am thinking that she is doing an excellent job. And what makes a leader is not only one characteristic. Thank you.

Dominion and Devotion (2025) The fifth prince was chosen to be the new puppet Emperor by the scheming Directorate Supervising Eunuch. That he was a she would not be the only surprise.
Both mini dramas with the same same female director.
Revenge of Reborn Princess (2024) The female is smart. The male would do anything to protect his love. A jade pendant gives them a chance to reset time.
Princess, Make Way (2023) A guard for the Dowager Empress is given the task get close to a minister. She can change her appearance but she must refresh herself periodically. She finds out that the minister is the only person that she did not defeat in a duel.

imho That was obvious when he started targeting Xueman for the murder. But he maneuvered things so that he, his Father and Beiming and Xueman would be safe. That his feeling about Beiming stayed his hand with the scooby gang much earlier is surprising but can be understood looking back.
