On the first point : whether ML was bad or not bad. Pan Chi should have never tried to interfere in the life of a married woman. Especially trying to put that married woman in a deadly situation by awakening her " so-called violent husband's" jealousy. Very Very bad. Pan Chi is oblivious of the real relationship of the couple but he does not hesitate to act disrespectfully. Did he try to show her a safe solution to save her ? No, he put her in predicament.
On the second point Yes FL never put limitation to Pan Chi's advences. Is it the same when ML welcomed Yue Que in Shen Mansion? I would say no because ML is head of Imperial Guard. As such he has lots of spies and scouts working for him. Everything ML does must be taken with a second look. Did ML ever invited Yue Que to a brothel or even anywhere, Never. Did ML ever spent time with her just once ? Never. Did ML ever speak alone to Ye Que even once ? Never. So, I could not call this treating someone bad.

FL would have been murdered long ago by the antagonists, all of them, who wanted to kill her because she was too good at solving the investigation. She survived ( mudrer attempts and kidnapping )only because she stood by ML's side. even Pan Chi recognized that he was not the one for her, when he saw that whatever he tried to do, romance never sparked between FL and him.
