Very, very different. But I know that most Song Joong Ki fans became fans through this drama and might see him as a mediocre actor if he fails to succeed after DOTS, thus I am recommending a drama he did before DOTS which shows his capability as an actor.
The drama I'm showing is "Tree with Deep Roots". It is one of the first dramas where Song Joong Ki shows great acting. He appears on Episodes 1-4 + episode 8 or 9 (can't remember which of episode 8 or 9 he appeared). You can see how versatile his acting is.
I am not downplaying the other actors either. Han Suk Kyu is also someone who gave a really great performance as the adult version of the King Sejong played by Song Joong Ki. Jang Hyuk and Shin Se Kyung also gave great performances. The plot, while being only a fictional version of how Hangul is made, is a very plausible possibility on how Hangul is actually made. The characters are compelling.
The very few similarities they have is that, the many of the main characters, whether the possibility of being together with their loves is high or not, have rarely backed down on their principles and are always focusing on serving the people that they serve (except perhaps Jang Hyuk's character in the first few episodes of Tree with Deep Roots)

If you watch one of these two shows, the other might be interesting to see how different Han Suk Kyu plays the same King Sejong on different stories with different directors.

Both are historical dramas aired around 2007 about two of the greatest Goguryeo kings. One being its legendary founder Jumong while the Damdeok in the Legend is historically more well known as "Gwanggaeto the Great". While Jumong have less fantastical elements than The Legend, the story Jumong itself is sparsely based on a legend that the first King Jumongs has mythical origins. The Legend meanwhile, shows Goguryeo and its character as somewhat a reincarnation/repeat of the mythical Jooshin characters. There are also two women that were very different from each but both love the main guy.

I know that both stories are quite different, but I am recommending Tree with Deep Roots for Arthdal fans and vice versa because they have the same writers.

== I think it's noteworthy that the shows also put importance in education and literacy. Like how the wahans or the poor Joseon people were taken advantaged because they were seen as less "educated"

The King and CLOY are similar in sense that they are 2 completely different worlds, but still similar...I am redundant, I know.

In The King, there are 2 parallel worlds or universes...and the "King" himself is a king in his world, while on the other world, he is just as ordinary as you can get, not special at all.

This reminds me of the situation in CLOY where Seri is a very rich and respected woman in her "world" aka SoKor, while in NoKor, she is just a nobody and just plain lost, like the "king" felt in The King, Eternal Monarch.

Both series follows intelligent plot line with genius leads. In both series leads are trying to uncover truth behind death of their loved ones. Both leads teach harsh lessons to the people who tries to hurt their loved ones. Both leads are very good in foshadowing the future conditions and can manipulate other people and plays them like chess pieces.

Both the leads are genius in these dramas and hides their true selves and their actual feelings for others in childhood to protect themselves. With one major change in their adulthood they starts to show their true self and how genius they are. Both leads rise through ranks and position with the help of their mind. Both leads have are trying to know secret behind their mothers death. Both stories have intelligent plot line with intelligent writing.

Both about spoiled family that expect to inherit the family fortune that was built on food/restaurant business. In both, the elder brings in a hardworking outsider... Plus, you can not help but think of this drama, since the titles are so similar. Shining Inheritance is also called Brilliant Legacy. I just started watching Brilliant Heritage, but can highly recommend Shining Inheritance.

Both feature talented women who chases their dreams despite living in a patriarchal society. They both enter an institution where they were both trained by a woman who were initially strict but whom they eventually learned to love and respect. Because of their talents, both became known in her institution, even the king offering something for her. They both had bitter rivals, jealous of their talents and even obsessed with their lovers. Both overcame a lot of hardships to became well known in their institutions. Their choices of how they live their lives in the end can be a surprise.

There are so many similiarities in both dramas:
=> set in the time of King Jeongjo
=> Female lead has to pretend to be a man in order to live well in a patriarchal society.
=> Female lead has sort of a brother character who is much weaker and less talented than her, but the brother character still deeply cares for her
=> Female leads unique talents has led her to enter a male-only institution where she could prove her talents
=> There is a male character in the institution who is a rival for the female's talents.
=> Because of female's talents, she was able to prove herself in the institution she joined with even the King Jeogjo character acknowledging her skills.
=> One of the paintings in Painter of the Wind is a design on the clothes of the most flamboyant male character in Sungkyunkwan Scandal
=> Female lead is an orphan, her father's death is related to his work on King Jeongjo's father Crown Prince Sado
=> A gisaeng is in love with the female lead's male persona (watch the dramas to see if either female lead returns the gisaeng's love)
=> A lot of shenanigans involved, including the female leads having to dress as a gisaeng while in her male persona!
=> One of the villains of both shows has an assassin that was assigned to kill one of the good characters.
=> Considering the setting of both dramas is with the same King Jeongjo, the ending of one drama might make you think why is it not possible for the other drama.
Differences:
=> There is no similar version of Yoo Ah In or Song Joong Ki's characters in Painter of the Wind
=> The teacher and the main male love interest in Sungkyunkwan Scandal are different characters whereas they are the same character in Painter of the Wind
=> Sungkyunkwan Scandal focuses on lessons, books and Confucian teachings while Painter of the Wind's focus on painting.
