Gangster-Drama with great heroine

Hey guys,
I'm searching for a kind of Gangster-Drama like Inspiring Generation or Cruel Romance where the female lead doen't look pathetic, when she is on a mission or fights or even discuss strategies. I'm looking for a heroine which really is one but also a strong male lead character who appreciates her for that.

Who Are You (2013)

These dramas all have great FLs (imho) and a decent amount of action/strategic thinking, but I don't think any fall under the "gangster" genre (but royalty is kind of like the mob...). I haven't watched Yoona's Street yet, but that might fit the gangster theme.

i think The Guardians/Lookout might suit your taste. The main female lead is a former policewoman on a run trying to get a revenge on bad guys. It is not a historical drama but main character in this is /very/ badass and with a set goal. It has both - strong female and strong male characters who have their strong and weak points. (there is no romance between main leads, if you are looking for that, though)
