All the other children are of decent character except this fifth princess and 3rd princess behave like entitled. 3rd princess was raised by her maternal merchant uncle so that's where she gets it. Her mother is easy going and so her behavior kept escalating until she didn't care about anything else and didn't mind ruining her mother's birthday party.

His proposal was manipulative by any standards. He is the favored adopted son of the emperor_ who has been known to let him get away with whatever he wanted. He leveraged that relationship and that favor to get the emperor to propose for him. You DONT say no to the emperor! You just don't. My respect for her parents for trying in whatever way they could to turn down the marriage but still.
