I think that's the reason why he still looking down for the killer. If he was someone with bad attitude (Ex:Hirata from Kyojo 1), probably Kazama doesn't give a F about it.
So, since it is confirmed that the killer is not one of the prequel student nor someone from both installment (unless there's mega plot twist).

It's a really fun series, but it's going to be ok as an 2:30 hour movie. it's going to be better if they're consciously make the acting really bad. Have a really strong showa vibes innit.
It's a decent show, but it's just too short and majority of the case is predictable and cliché. the script and directing is too "American" for a Japanese show. If only the rest of the show is as good as Episode 3 and the final one.
If only they have Hollywood budget for SFX and a bit adjustment on the script, it's Oscar worthy for foreign films…
And should've casted someone like Mizuhara Kiko or Kutsuna Shiori for Kayoko. Her origin is so confusing, so she's 3rd gen Japanese-American and grew up there but her primary language is Japanese and the Japanese accent is too strong. I'm feeling bad for Satomi to accept this role, especially with the fact that she's having a hard time with this character and the way western audience gave negative reception towards her.
