Yes, he does want to find him; he has been searching for him for years. His behaviour in this scene is quite understandable, given the circumstances. Listen again to the dialogue leading up to the fight and you might better understand his hurt and anger.

Those with enough knowledge of pre world war 2 history of the pacific region can work it out. (This was the period when Japan was trying to establish the 'Greater East Asia Co-Prosperity Sphere'.)

The first (brief) hint is at 12:30 when the 'Economic Development Committee' is mentioned. This becomes more obvious in ep. 2 at 14:45.

Are you saying that you find it disgusting because she is under the legal age of sexual consent in your own country (wherever that is) or under the legal age of consent in China? You make it sound as if you are disgusted by 'law breaking', whether real or imagined, rather than a 16 year old acting in a romance with a 22 year old.

Btw. In 2020 the legal age of consent in China was 14. (I don't know whether that is still the case.) I have not watched this drama but, from what I have read, there is no physical intimacy shown or implied.
