My guess is the Wufeng levels have to do with achievements. Of course the higher achievers should be more highly skilled technically to get there but it's not the only metric. Like Qian is very cunning but she probably isn't the best fighter. Yet she can outrank Chis that can outfight her bc she is ruthless and smart. In any case this aspect is never made clear in wuxias. You can get lost for years in the fandom of speculating the ranking of Guo Jing vs Wuji vs Yang Guo.

Ya-si and Ya -qi (si=4, qi=7) are the missing 4th (fa) and 7th (ti) notes to complete the diatonic scale. They probably left Gongmen with the Wind Elder.
