Pretty sure he (and Ye Shi'an) had to study military tactics in the imperial exams and learned them quite well to place no 1. It is an exam to become court officials so these are considered the basics in addition to law and governance. That is how he also was able to qualify as magistrate. But you are right he has no practical experience but in times of chaos, sometimes it's better to have someone smart at the helm over someone experienced but not smart. As long as he consults the army commanders around him they should be able to muddle through. Especially since the country hasn't been at prolonged war, it's not like anyone is that experienced in managing sieges.

General Zhou is willing to save the late emperor's bloodline at the cost of Youzhou. And tbh it's an easy decision for him bc all of his sons are by his side. And it makes sense bc he is part of the emperor's army but stationed in Youzhou. But Commissioner Fan is the military governor of Youzhou itself thus he may feel his first loyalty should be to the city. By attacking Youzhou, King Liang is betting they will rescue Youzhou and abandon the capital - rightly guessing they don't have enough resources to do both. Don't forget that Youzhou is far north and the capital is to the south near Yangzhou. Youzhou only has 100k troops vs King Liang's 300k troops so they can only choose one whereas he has enough military assets to do both. I think the emperor was a pretty useless old fart and his line is probably not worth saving over the citizens of Youzhou but General Zhou who climbed the ranks under his rule may not feel the same way. And obviously the person sitting back waiting to benefit from this all is of course LZS.
