If Loong is just a mere pet it means it sees more kindness or more authority (power) in XQA so he goes to him and answers to him. I believe it's a matter of authority and power because Loong responded always to the emperor till now, it never happened otherwise and we know that the Emperor is not the kindest person.
If Loong is more than a mere imperial pet then they must have a connection so he will follow XQA. Either way it's a power play and the Emperor sensed that something was off. I believe he doesn't want to accept such a possibility which is a good thing cause we need XQA to develop more.
