In the book (which can change in the drama), it was an accident initially. While she ran away from the two men who raped her, she ran into (book-equivalent) GeonOh, flinched (because she maybe thought he would rape her too), fell and hit her head. She DIDN'T die. But they listened to someone's advice (won't spoil who, unless you ask :D ) to throw her in the sewer (an old oil tank in the book), put her in the trunk of (BE) JeongWoo's car, leaving her blood in there, drove her to the sewer/oil tank then left her there, ALIVE. One of the parents decided to block the tank/sewer lid so they couldn't get her out again when they got remorseful.
But because of the rape, and because (BE) GeonOh was there, his father covered it all up (he's not a police chief in the book, but someone really powerful politically and financially).

I don't know, as he's not really taken directly from the novel (there is no equivalent for him, he's more of a composite of two detectives who both survive). Given this is a kdrama and they might want to include more action or dramatic moments... who knows.

TBH there is no NSC in the novel. NSC is more of a composite of two detectives, one of them a woman. The book is one in the middle of a whole series (I think they only TLed this one to English, though I am not sure) so (book-equivalent) JeongWoo's case is just a case among many for them. For what it's worth, the male detective is more concerned with his deteriorating marriage through the whole book and most of the footwork is done by the female detective, who is in a loving relationship ETA with someone else LOL.
So I guess we could see NSC going back home to his original position, if they want to give him a HE too :D

Also, because the author likes to torture this character, he has no family left and all his friends but (book-equivalent) SuOh have betrayed him in the cruelest ways. So it's like a Pyrrhic victory in the end for him.

Nah, I think the section chief is just kissing ass to get ahead, so to speak - he probably thinks it'll get him a promotion or at least set him up in his boss' thanks books, LOL.
I mean, if he also helped put together the case ten years back, he wouldn't want it to become known that they did a quick job just to close the cases and hide the rape of SBY or that there are also circumstantial evidence that are in JeongWoo's favour - things like the gas ticket for example. Or the too-small shoes JeongWoo supposedly was wearing when he was (not) in the barn, or how they convinced him to confess to killing them when he just cannot remember one way or the other. If the chief goes down, so does the section chief - he wants it all to go away now, too.

The chief went along with the cover up because the other two parents told him about what happened in that warehouse and implied GeonOh was there too and participated in what happened to BoYeong. He never really knew what GeonOh actually did, and it was always hanging over him. The evidence was already hidden, and if he had gotten it, he would've destroyed it before checking just in case there was anything to link back to GeonOh.
He tried to protect him the best he could, by sending GeonOh away and doing whatever he could to hasten the trial before JeongWoo became an adult according to law (and get JeongWoo the best lawyer he could, just shut up his conscience).
The other case - NaDeum's - was linked by sheer circumstance, since she was JeongWoo's girlfriend at the time. He just wanted to solve two crimes at once, get his promotion for doing it so fast, save his son, and all he had to pay for it was another family's son's life. It was an easy choice for him - just as it was an easy choice for the other two to just blame JeongWoo for being better than their own sons and find excuses for them...
If I were JeongWoo at this point, I'd go get some gas and a lighter and fire up the whole town.
TBH I think it's more like Noh SangCheol GETS JeongWoo's frustration with it all, since now he's convinced JW was a victim too, and just can't quite grasp the solid evidence to go ahead and open up the case bypassing the chief. And maybe he pities him a bit too, though the puppy eyes didn't hurt LOL.
It always is frustrating to know you HAVE to do something because it's the right thing to do, and getting shut down by incompetence, corruption or plain lazyness.
And he's a bit sneaky, too, I guess he thinks JeongWoo could get some more info out of ByeongMu if he has a little chance. He already tried MinSu, and got little - but a little part of the reason why. They were both driven insane by jealousy - here's this guy who's from a well-to-do family, smart, good looks, athletic, acting like being a hero for his friends is easy, going to med school, already got a car, all the girls want him... And they're just his hangers-on who have to work really hard for whatever they need, a bit cowardly, not really wanted by the girls they're interested in, well-aware of the difference between them and him. When BoYeong taunted them, they snapped.
And then it was easy to move their own shock and guilt on JeongWoo, because obviously if he wasn't there or wasn't himself to cast such a large shadow over them, they would have NEVER. It's always someone else's fault with this type of people...
Now if JeongWoo got them to tell how BoYeong ended up in the sewer... But not yet.
At least now the chief lost one son, he'll lose his freaking control and finally DO something about the other two. There's nothing that could happen to GeonOh any more, there's no reason to hold back.
It broke my heart because it was an automated response - he knew the moves and did it without having to think about them. Just imagine living like you never got out of the prison and now everything you will ever do will be shadowed and guided by that.
Like taking off shoes and checking to see if you have anything that can be used as a weapon on you before they lock you up.
And having all that rage pent up inside and still not being able to release it because you know you're the one who's going to get the most hurt.

But at least NSC is consistent with his approach to policing - "I don't care about the ups and downs in your life, you rapist scum!" Tell him, NSC!! Short and to the object, LOL. SBY also had a family and ups and downs (lots of downs), what did she do to deserve what they did to her? And she was their freaking FRIEND!
... Then again look at what they did to JeongWoo, who was also their friend. Or at least he thought they were his friends, but they were leeches, the lot of them. Including GoenOh, wretchedly coward til the end - he could've at LEAST told the truth before ending everything. He was courageous enough to do that, but not to help his friend?!
And in trying to cover it all up everybody seems to have forgotten SuOh also saw what happened, even if he's not able to tell it directly. It's not as easy to cover up any more as it was, when people who are not in are looking at the evidence now...

There's still DaEun and NaGyeom's parts, and the people involved are even more powerful and desperate than the Chief of the police. Also, everyone else BUT NSC and Ha Seol are still very much against the truth coming out.

He's a druggie and a drunk, already forbidden to leave the country because of his drug use accusations. His testimony alone isn't enough because it can be easily discredited.

It's not based on SK society, it's straight out from the book and the book is about conspiracies to cover murders and land thefts and money exchanges in a German village. This is very nicely adapted so far, but the original is definitely not about (or specific to) SK.

He just got a concussion, he was talking out of frustration. The second he saw the book and what was inside it he went straight back to SangCheol, LOL, he already is aware there's no one else in the village whom he can trust BUT the outsiders.
I don't think he's pathetic at all, he's fighting the whole village from the bottom of the pile upwards and against everyone with a hint of power there. So far there is no proof he didn't do it, nobody will listen to him without proof - even when he found the skeleton, everybody assumed he put her there and returned to the scene of the crime (NSC included).
But threads will start unravelling soon.
IMHO GJW is one tough bastard, to be so freaking good and naive when they put him in prison, to survive that and to come out swinging... it takes a lot of mental power.
