The fact that he was able to go back to his apartment means the building is still standing and can safely assume that other people can also go to their own apartment and therefore, they can stay there and make noise. It's as simple as that. The building was poorly made that any noise made by ANYONE in the building can cause disturbance - that's the whole point of the movie. And let's say no one is in the building - and because of how poorly made the building is, a mouse, cat, dog or even wind can make noise. So, there isn't really deep meaning at the end. Why he went back? Well, because the writers and director wanted to make THAT point clearly to everyone (who obviously people are still not getting it).
