Even hand guns from WW1 era can be very effective even at 30 meters. With shot guns, you don't even need to aim, just aim in the general vicinity and that person at receiving end would end up with holes. Sawed off Shot guns are even better, just stay back and spray the shot...
So, yeah, I don't ever see a situation where a person with a gun, any kind of gun, needing to be at stabbing range to use it.
