Nah, I disagree. The character is supposed to be childish and maybe overly cute. The true problem is his very presence. How is he still getting so much screentime? He's like, 5th lead, but he's just getting a whole new arc (that looks like taken from another prince, but that's not important right now). He has more presence than 13th and 14th combined.
I think Han Hyo Joo is a victim of drama-mode of acting/actor directing? here (think Lee Sung Kyung in CITT, Gong Hyo Jin's aegyo, entire Hwang Jung-Eum etc). She's much better in The Beauty Inside (it took me 20-30 minutes to even recognize her, because, yeah, poor facial recognition skills on my part, but she's very different there), there's no exaggeration nor awkwardness. I even thought about this while watching those behing-the-scenes - she acts casual after the camera stops.

the are many reasons to keep it on hold, but the bullying arc isn't one of them, it doesn't last long. How they conveniently forgot that the heroine was supposed to be strong is another thing.
Clinginess aside, Hye Ji's attitude is questionable. She's dellusional, manipulative and posessive (and as the writters can only handle one likable male character at once, Hyun min is sacrificed for this). She uses Ha Won as an excuse to be in a proximity of Hyun Min and creates situations in which Ha Won keeps apologizing to her - I honestly can't tell for what and on what grounds. At this point, she exist only to lurk around and watch everyone with teary eyes and excuses than no one likes her as they like Ha Won. She's just badly written. There is nothing in her but that blind force to be with Hyun Min whether he likes it or not and we're supposed to see it as a bravery.
As others pointed out, it would be easier to symphatize with her if the great reason for breaking was finally revealed and we knew what happened between them.
