His motive seems to be young girls who are alone since in the present, he targetted the young stalker.
Sol just happened to be in the wrong place in the previous timelines. In the current timeline, the driver doesn't know about Sol nor really cared about Sanjae either.

Sol was planning to avoid Sanjae when she went back to 2009 (just like in the original timeline when they didn't know eachother) but what she didn't anticipate was that Sanjae's love for her was so strong that he wouldn't let her ignore him.
She tried to ignore him at the camp, ship him off to the US, and even have him far away from In Hyuk's village BUT Sanjae just wouldn't stay away.
She wasn't planning to let the killer kill her. She had a solid plan with the detectives and it would have worked too if Sanjae wasn't involved. Not telling him about the plan may have been a problem i guess but then again, even if she told him, would he have stayed quiet and let her take the risk?
