Her real father is poor and needs medical attention which she can't personally afford so she made an agreement with her "mum" to go ahead with the marriage to help her dad.
Since PSE's family has a strong chance of becoming the president in the future, the marriage is extremely advantageous to the Hong family. Since the real Hong daughter (the elder sister) went into hiding, the mum found this the perfect opportunity to score points with the chairman by "saving the day" using Hae Joo as the stand-in bride (I mean it would be humiliating for the Hong family if the public found out that their daughter was a runaway bride).
