Rebel: Thief who stole the People 

basically Joseon version of Robin Hood (kinda!) ML born into slave family and he later fights against injustice, as the poor basically has No rights .. there is romance but its not the main focus.

if historical drama recs that doesn’t focus on romance include chinese dramas, you can get started on the MDL top ranked historical/costume cdrama "trilogy" on your PTW list i.e. Nirvana in Fire, Joy of Life and The Untamed..

I haven’t watched any Chinese Historical Dramas yet but I will definitely give them a try thanks for the recommendations! :)
