I think most of the negativity of the show, you already mention in your post. From the regression of the ML, the annoying background fillers, and missing screen time for some of the stronger characters.

Set in one of the world’s most advanced tech sector, “Start Up” tells the tale of the razor thin margins between ultimate success and abject failure. The story takes place in the fictional Sandbox Company, a giant incubator located in Korea that attempts to guide companies worthy to be chosen through the rigors and tribulations of creating a start up from the beginning till the end.
The journey starts from four points of views that represent different levels of the start-up process. From the pragmatic investor Han Ji Pyeong, the dreamer rookie CEO Seo Dal Mi, the calculating veteran CEO Won In Jae, and the gifted genius Nam Do San. Coming from different backgrounds, and with different motivations, the winds of fate will push these four people to cross paths in their attempt to achieve their dreams in Sandbox.
The company founded by Nam Do San, Sam San Tech, represents the main POV that goes through the startup process. And although Nam Do San’s brilliant mind, allows him to solve coding issues with ease, it is not well suited for matters of the heart. As the company struggles to find its place in the world of startups so does our four main characters. The parallel growth and regression between the main characters tells the story of how people in a startup attempt to balance the two conflicting sides of being a pragmatist versus an ideologist.
In a world foreign to her, Seo Dal Mi is a cosmos flower that is looking to bloom in the cold concrete world of Tech startups. Her rookie status does not deter her from pushing herself to the limits in her attempts to be one of the most successful women in Korea. Along the way, she meets Han Ji Pyeong and Nam Do San. Both men, in their own way, allow her to climb higher to reach her goals, but which man will help this cosmos flower bloom all year long?
A past debt, and an unspoken bond thrust Han Ji Pyeong in the middle of Sam San Tech’s journey. Already at the top of his game, Han Ji Pyeong discovers that his oasis overlooking Han River, is no more than an arid dessert full of emptiness. His chance meeting with Seo Dal Mi, helps him find the strength to walk the hot desert in hopes of finding emotional success. At the end of the journey, is an image, as beautiful as a cosmos flower. Will this image be a mirage, or will he finally reach his emotional oasis?
With different backgrounds, and different motivations, will the conflict between these different personalities clash, and prevent Sam San Tech from becoming one of the first Korean Unicorn? Will the cosmos flower break through fastidious stereotypes and bloom all year round? Will Han Ji Pyeong finally reach the oasis?

I haven't seen it myself, but my friend told me it got tedious near the end. It's one of those dramas that starts out strong, but kind of loses its way near the end.
It did get break the 10% viewership ratings in Korea though, so, maybe try watching the first episode?
