Bro is probably a corrupt police, but then he would know if his minion is innocent and would try to save him (losing supporters if both minions die). Whenever he wants to vote someone out, his minions also vote them out, influencing other NPCs. He is likely feigning ignorance as he doesn’t want to be suspected as the police.
