We don't know whether letters are truly allowed or not, because drama didn't mention it explicitly. But, letters she wrote after arriving to Prince Ding's mansion are not sent out because she simply didn't send them out at all.

But, what we are sure of is that she can descend to the base of the mountain until the barricade where the soilders are. And, ED and Emperor can permit some things at their discretion. So, we can only make our guess from there.

I would rather the drama skip these kind of minor details that don't contribute anything to the actual story, and instead focus on what matters with the limited space they got. I'm more than happy to fill in small blanks myself.

She can't leave, but can still go down to the base of the mountain where the soldiers station.

Also, since she can send letters to the mountain, they must have some sort of arrangements to deliver them to the people up in the mountain as well.

And, if the ED or Emperor allows, anyone can go up. Since the marriage edict comes from them, naturally is allowed to be delivered.

Lishan arc gotta be one of the best arcs I've seen in a cdrama for sure at this point. So much raw emotions, and superb portrayal by the actors.

Looks like they kept the Emperor the same as the novel, 'A paranoid Emperor'.

I'm honestly happy that the writer didn't turn him into a good guy. So much more interesting this way as well.
