It's the same in Korea. Idols are not allowed to date and when they do decide to marry it is their agencies that make official statements. It's creepy.

I think the reason for penalties is that as a pregnant woman you cannot do a certain type of commercials such as promoting alcohol and ingredients that might be harmful for pregnant women.
