I don't know the exact reason, but I assume that the whole production is more expensive if it's pre-produced because of the props, locations or the number of months they're are filming abroad counts very much, as well the additional behind the scenes crew is often large in numbers (makeup artists, stunts men and so on) around 50 - 100 people or more, but that is all decided at the beginning. PS. Not to mention it takes time to get permission to film in different locations. That is only my guess.

I'm in S-E Europe, somewhere far away. It depends where you are from I guess. It could be copyright reasons.
