I actually think the rating is honest and truly reflects the show. Everyone knows when a show's ratings are high either because of ship fandom or the actors' popularity (there's a place for that as well). I find that good quality BLs with substance mostly fall in the 7.8 to 8.3 range as long as there's no rate bombing.
All I have got to say is Kim Hee Won should direct more kdramas.

I'm loving this drama a lot. I enjoy their immature antics around each other. I think part of it is that their relationship never got to progress beyond childhood/teenage bickering. That's pretty much how they know how to deal with each other. But see how they both behave with the 2FL even though they're all childhood friends?
Plus the synopsis practically says "the 'Mad Dog' inside her that had been quietly sleeping begins to emerge again when she reunites with Seok Ji Won".

If you dislike it four eps in, I don't think it'll get better for you. The storytelling is not linear or tidy. The lack of "structure" is deliberate. They didn't just slap a bunch of scenes together randomly.

You must not be familiar with the sex/sensuality of Korean cinema. The idea that showing more sexual scenes in dramas is a "western" is reductive and frankly laughable. It's like saying Korean dramas have more swearing and smoking because of western influences when it's just a function of platform and censorship.
There are tons of k-dramas being released every year. Maybe look to platforms that still have those restrictions and you'll find what you like.
