First of all he is likely to train himself as an official lobbyist member, second he needs to learn to become a player as he stated. So him and Peace going to Korea is the most logical scenario.

He is now a part of the lobbyist and to hunt down Ji Hoon, Jun Ho and the Korean gang. Absolutely plausible.

It could also be the case that someone else’s body was identified as Kong’s, and that he was also a part of the game between the lobbyist and the Korean maffia. Kong was just taken to the hospital and no one ever saw him again.
