For no. 2, yes it was mentioned when Head of the Yunlu Academy, Zhao Shou, talked with XQA and gave him the book before departure. He told XQA that this is a very very sensible subject and that's why the Emperor never sent a real Grand Coordinator to lie down Duke Zhenbei. He also said Zhenbei holds troops and if found guilty it will be very dangerous for XQA. And if XQA doesn't find anything it will be like slandering the Duke and like the Guardians are disrupting military morale and this will make for an excuse for everyone to slander XQA. He also advised on strategy the same as Lord Wei did : play along, don't get into conflict with Zhenbei nor with his subordinates, play as if you are weak.
