I agree with you. tvN is not part of KOCOWA.
They are only for SBS, MBC, KBS.

You can email ODK asking for it with subs... It might be cost prohibitive for them...
I still do not understand DramaFever.

DramaFever - could be a cost issue, since they are the one who have the agreement with tvN.
Viki - could be a cost issue mixed with "no use" attitude, since they could not believe they could get the license - they did not even start a fan channel. See my conversation with them on Duel fan channel.
