I took a look at what's the first scene in Episode 9, if the episode starts with them wearing suits in episode 9 for you on dramacool, then yes. It is meant to be like that, 100% intentional. You have to continue watching it and you'll understand why they started the episode like that.

The curiosity in me wanted to check out your list of shows that you've watched and like I guessed, almost all of them are all live actions adapted from shoujo mangas which many would agree don't represent what japanese dramas/films have got to offer because most of these, like what you said, are mostly similar and can be cliche and absolutely not the go-to films to watch especially if you're looking for complex stories lol.
I don't know how to put it any other way without sounding arrogant but if you'd like to watch better and more complex dramas, I don't mind recommending some dramas if you'd like because most live actions adapted from shoujo mangas really aren't the best ones to watch if you're interested in knowing what jdramas have to offer when it comes to their dramas and films.
I dunno why you feel the need to compare to kdramas though, kdramas having higher reviews don't mean much on MDL to begin with lol.
Some mysteries can be predictable but some are obscure as well. This drama is episodic and has no actual story. It is kinda repetitive and very formulaic but it is still fun and funny and the mysteries are interesting. Think Detective Conan minus the character's backstories.
I don't recommend bingewatching it all in in go, definitely watch this a "side" drama if you just want to take a break from your "main" drama or your serious heavy dramas. It's really not one you'd want to watch all day. Satomi's bizarre character & the mysteries are the only reasons to watch this really. It's a light comedy mystery drama and I do recommend it.

Giving this a incredibly low rating while you were still watching it or finished it and you didn't get what you want is disrespectful to everyone who worked hard on this film. If you hate the characters, that's understandable but that just proves that the actors did their job (amazing job at that!) portraying said hated character, which is the case considering Masami Nagasawa and Okudaira Daiken received awards for their acting in this.
