Both are directed by "Ahn Gil Ho" and have similar plot progression. Both dramas revolves around disturbed characters, who then work as a team to uncover the corruption by higher ups.
Both dramas deal about corruption in the law-enforcement. Both have a detective-lawyer team and both male leads have a similar background story. And both of the male-leads-partners had something to do with the investigation of the cases of the male-leads. Generally it gives a similarish.-vibe.
Similar atmosphere of a slow burn mystery rather than a fast paced thriller. There are suspicions and mind games at play in both. If you like one, you'll enjoy the other. Which one of the two a person will prefer, is upto individual taste.
Both the young male leads are people who entered into their respective professions to seek the truth about the persecution of their father. Remember has a more melodramatic undertone in it, while WATCHER is more investigative and ties up the team's finding into a larger conspiracy organization that corrupts the police force.
Both are intellectually stimulating. Hello Monster is more on the psychological side while WATCHER is heavy on the investigation. The plots are different, but the concept of people being tied together due to a past incident is strong in both; said incident lead to the decisions they made for their careers. The aspect of tension is used too, but executed differently - in Hello Monster, the tension is in characters' decisions and interactions while facing the culprit while in WATCHER it's in finding the culprit.
Both deal about a male duo that works together but where the older one is neither good or bad and where the younger one is suspicious of them. Both dramas show that the characters have both had a dramatic past that seems connected to each other. The only big difference is that Watcher consists of police officers working together with a lawyer, whereas The Devil Judge is a pure lawyer drama.
Both dramas deal around a character that seems to be neither good or bad. While the viewer is left to question if the main character is the hero or the villain that everyone is looking for. Both dramas show a team where all characters have a difficult childhood and in both dramas characters are closely watched due to their fathers being criminals.
Both are crime/investigation/Detective dramas, and both are so very complex and twisted that they leave one hanging at the edge of the seat. Absolute amazement.
There are a few more similarities however due to potential spoiler reveal I cannot name them. There is however a high chance that if one liked the one drama, the other one will appeal as well.

They're different in the fact You're All Surrounded seems more upbeat in parts and has a balance of romance, comedy and psychological elements whereas so far watcher seems much more focused on action and psychological elements.
So in conclusion if you liked you're all surrounded due to its psychological elements you may enjoy WATCHER.
